The trench line is painted. The excavator is fueled, the operator is in the seat, and the crew is ready to move dirt. On the surface, everything looks routine. But the most important part of the job is the part nobody can see. A few feet under that painted line could be a gas main, an electric feed, a fiber trunk, or a water line. Completing the locate process before excavation begins is one of the critical steps in reducing underground-utility strike risk.
That's what 811 is for. And for owners and operators, it's worth understanding that contacting 811 isn't a formality or a homeowner's chore. It's the first step in a process that helps protect your crew, your schedule, and your business from one of the more serious risks in excavation work.
Calling 811 Is a Process, Not Just a Phone Call
811 is the free national before-you-dig service (1). When you contact 811 or submit a request through your state 811 center's website, the request is routed so that participating utility operators in your dig area can respond. Those operators, or their locators, then mark the approximate location of their buried lines with paint or flags (1).
Here's the part crews miss: the request is the beginning, not the end. A safe dig also means pre-marking your work area, waiting the required time, checking positive responses where they're available, confirming the site is ready, respecting the marks, digging carefully near them, and refreshing the request if the job runs long or changes (1). Guidance from 811 is to contact the center a few business days before digging and to confirm that all utilities have responded before breaking ground (1).
That's why the real risk usually isn't one person forgetting to call. It's a process that gets done halfway. Someone calls, but the crew digs before utility operators have had an opportunity to respond and the marks are in. A ticket expires and nobody renews it. A subcontractor assumes the general contractor handled it. A landscaper removes the flags and mows the field.
How far in advance you must call, how long your ticket stays valid, and how positive response works are set by state law and vary by state and operation. Awareness alone isn't enough. The process still has to be assigned, verified, and documented. In other words, this is a systems problem, not a knowledge problem, and a system is something you can manage.
What OSHA's Excavation Standard Requires Before You Dig
The Occupational Safety and Health Administration (OSHA) doesn't leave underground utilities to chance. Under its excavation standard, 29 CFR 1926.651(b), employers must determine the estimated location of underground installations such as sewer, telephone, fuel, electric, and water lines before opening an excavation (2).
In plain terms, the standard requires you to:
- Determine the estimated location of utility installations that reasonably may be expected to be encountered, before opening an excavation (2).
- Contact utility companies or owners within established or customary local response times, advise them of the proposed work, and ask them to establish the location of their underground installations before excavation starts (2).
- Determine the exact location of the installations by safe and acceptable means when excavation operations approach their estimated location (2).
- Protect, support, or remove those installations as necessary while the excavation is open (2).
One clarification worth making: OSHA's rule doesn't say "call 811" by name. It says contact the utility companies or owners. In practice, 811 and your state one-call center are how you do that (2). "Safe and acceptable means" is the regulatory wording for pinning down exact location. Careful hand digging, potholing, and vacuum excavation are common practical methods, but the standard states the requirement in terms of safe and acceptable means rather than naming one technique.
There's a second layer, too. State laws generally require excavators to notify 811 before digging, and the specifics vary by state, including exactly how far in advance you must call, how long your ticket stays valid, and how wide the tolerance zone is. The takeaway isn't a single number. It's that you need to know and follow the rules where you operate.
Underground Utilities and Why a Strike Is So Serious
Buried lines are marked with a standard set of colors under the American Public Works Association (APWA) Uniform Color Code, so anyone on site can read them at a glance (3):
- Red: electric power lines, cables, conduit, and lighting cables
- Yellow: gas, oil, steam, petroleum, or gaseous materials
- Orange: communication, alarm or signal lines, cables, or conduit
- Blue: potable water
- Green: sewers and drain lines
- Purple: reclaimed water, irrigation, and slurry lines
- White: proposed excavation
- Pink: temporary survey markings
The colors matter because the consequences differ. Hitting a yellow line can cause a gas leak, fire, or explosion. A red line can cause electrocution or severe burns. Blue and green strikes can flood a site or contaminate water, and an orange strike can knock out communications for an entire area. The Pipeline and Hazardous Materials Safety Administration (PHMSA) identifies excavation damage as the leading cause of pipeline incidents, and points to contacting 811 before digging as a foremost preventive measure (4).
This isn't a rare, far-off risk. The Common Ground Alliance (CGA), which tracks utility damage through its Damage Information Reporting Tool (DIRT), analyzed 196,977 unique damage reports from 2024 across the United States and Canada, close to 200,000 damages in a single year. In that data, telecommunications and CATV facilities accounted for 49% of facilities damaged and natural gas accounted for 39%, making them the two most frequently damaged facility types (5).
Why Utility Strikes Happen: Where the 811 Process Breaks Down
Most utility strikes trace back to a handful of predictable breakdowns, usually under schedule pressure:
- Nobody actually submitted a request. "No locate request" is the single leading root cause of damage in the CGA's 2024 data, and the top 10 root causes together account for 85% of all reported damages (5). It happens most on jobs a crew considers too small or too routine to bother.
- The crew dug on an expired ticket. Locate requests don't last forever, and ticket life is often, though not always, defined by state law. Most states with a ticket life rule fall in the range of 15 to 20 working days or 21 to 30 calendar days. Marks also fade, get graded off, or wash away, so when a job runs past the life of the ticket, the excavator should contact the 811 center to refresh it (6).
- The crew didn't wait for a clear site. Breaking ground before the required responses are complete, or before the site is cleared under the applicable state process, is a common and costly mistake. Where a positive-response system is available, use it to confirm each utility has cleared the site before you dig (1).
- The crew treated the marks as exact. Marks show approximate locations. The CGA best practice describes a tolerance zone comprised of the width of the facility plus 18 inches on either side of its outside edge, and notes that this is not intended to preempt state requirements that specify a wider tolerance zone. Safe digging means recognizing that zone and using appropriate care before powered equipment gets close to the line (7).
- Private lines got missed. 811 centers notify participating facility operators based on the applicable state system. The CGA practice is explicit that an 811 center will only notify its members, and that buried private service lines owned and operated by non-members may be present and will not be located. Privately owned lines, such as a site's own electric runs, irrigation, or propane, may require a separate private locate (8).
- Everyone assumed someone else called. On multi-employer sites, the general contractor, the excavator, and the subcontractor each assume another party handled it. A locate request needs a named owner, not an assumption.
Add temporary or seasonal crews who were never trained on marks or tolerance zones, and the gaps multiply. None of these are exotic failures. They're the ordinary friction of busy work, which is exactly why they need a system to catch them.
The Safe-Digging Records That Prove You Did It Right
If a line is ever struck, or an inspector ever asks, the question becomes simple: can you show what your crew did before they dug? A documented safe-digging process may include:
- The 811 ticket or reference number, the date and time it was submitted, and its valid start and expiration dates
- Confirmation that every utility on the ticket responded before digging began
- Photos of the marks and site before work started
- A record of any private locate that was ordered
- A pre-dig briefing or checklist showing the crew reviewed the marks and the careful-excavation zones
- Checks that marks were still visible while the job was in progress
- Damage or near-miss reports, with the corrective actions that followed
These are recommended operational records rather than a universal federal recordkeeping mandate, and the specific requirements that apply to your work depend on your state and the standards involved. Documentation can help an employer show which steps were completed before excavation began and how the crew responded if conditions changed.
If a line does get hit, the CGA practice is that an excavator discovering or causing damage notifies the facility owner or operator and the 811 center, and that all breaks, leaks, nicks, dents, gouges, grooves, or other damage to facility lines, conduits, coatings, or cathodic protection is reported (9). For a suspected gas release, electrical contact, fire, or another immediate emergency, stop work, move people to a safe location, and contact emergency services. Do not attempt to repair a damaged facility yourself.
Why Safe Digging Matters to Your Business
The strongest reason to run this process well isn't the rulebook. It's what a strike actually costs.
First and most important, it protects people. A gas or electric strike can injure or kill a crew member, a bystander, or a first responder in seconds. That's the real stake.
Beyond safety, a single strike can stop a job cold. Utility strikes can create project delays, emergency response needs, repair work that falls on the excavator, and service interruptions that ripple out to an entire neighborhood or a customer's operation. Clear documentation also helps an employer explain what occurred and what process was followed. Damages to buried utilities cost the United States approximately $30 billion a year in repairs and societal impacts (1).
And if an incident does injure someone, reporting clocks start fast. OSHA requires an employer to report a work-related fatality within eight hours of the death, and to report an in-patient hospitalization, amputation, or loss of an eye within 24 hours, when these result from a work-related incident (10). Penalties for serious violations can also apply, so it's worth confirming the current amounts and how your state enforces its own one-call law (11).
What a Strong Safe-Digging Process Looks Like
You don't need anything fancy. You need a repeatable process that every crew follows the same way, every dig. A strong version usually includes:
- Plan the dig and pre-mark it in white before you call. Those white marks tell the locators exactly where you plan to excavate.
- Submit an accurate ticket with the exact location and scope.
- Wait the required time and confirm the site is cleared, using the positive-response system where it's available.
- Review the marks with the crew before anyone digs, including what each color means.
- Respect the tolerance zone and use careful excavation methods near the marks (7).
- Check for private lines. Review site-owned or private utilities before the job starts, especially lighting, irrigation, propane, security, private electric runs, and any lines beyond the meter, and order a private locate when the site calls for it (8).
- Keep marks visible and refresh the ticket if the job runs long.
- Stop work if marks are missing, unclear, or expired, and give supervisors the authority to make that call.
- Report and document any damage right away.
A quick owner gut-check: on your last 3 excavation jobs, could you produce the 811 ticket, proof that the site was cleared, and a photo of the marks? If not, that's the gap to close first.
One more point worth saying plainly: 811 addresses what's buried, but it isn't your whole excavation program. Cave-ins remain the greatest risk in trenching. Protective systems are generally required for trenches 5 feet deep or more, unless the excavation is made entirely in stable rock, and trenches less than 5 feet deep still require protection when examination of the ground by a competent person provides an indication of a potential cave-in. A competent person must inspect excavations, adjacent areas, and protective systems before the start of work and as conditions require throughout the shift (12).
